There was a surge in complaints aimed at private residences accepting visitors and guests. This reflects a recent trend in the rising numbers of individuals and enterprises hiring out unlicensed accommodation to meet the number of tourists in Fukuoka, and a shortage in the number of available hotels. In December last year regulations were passed that agreed to conditionally allow private residences to temporarily take in lodgers. By the end of August, a total of 49 guest houses were found to be operating without the appropriate permission, but getting an accurate grasp on the situation is very difficult, and the real figure is likely to be far higher. There was an increase in complaints aimed at these kinds of residences from neighbors. From April to August there were as many as 70 grievances, compared to 96 for the entire previous year. On June 2018 a new law will be enforced, which will make use of a nationwide notification system to reveal the businesses that own rented accommodation, lifting the ban on private housing businesses. But revisions to regulations that deal with the management of ryokan (Japanese-style inns), which would increase the penalty levied against unlicensed residences, were postponed due to the recent dissolution of parliament.
