Sources have revealed that City Hall is mulling the option of selling the management rights for public facilities to be built as part of its Waterfront redevelopment plan. The plan, which is partially funded with subsidies from the national government, calls for revamped port facilities and the addition of a large scale convention center. In Japan, Sendai Airport in Miyagi Prefecture has outsourced its management to the private sector and a similar scheme is under consideration for Fukuoka Airport, but if adopted at the Waterfront, this would mark the first instance of a municipality outsourcing its port operations to a private company.
