Of the ¥16.5 billion in loans Fukuoka Prefecture has given out to affiliated organizations, only 2%, or ¥278 million has been paid back. 17 organizations have received loans and five of these have agreed on a repayment plan. Repayments from these groups vary from ¥6.98 million to ¥157.5 million by 2016. The Fukuoka Prefecture Government is acknowledging that some of the organizations cannot make repayments but are asking for their full cooperation.
