The nationwide pollen count this coming spring (known as the cedar, hinoki cypress, and white birch season in Japan) is expected to be lower than usual. Some parts of eastern Japan are likely to see 50% less pollen in the air than normally expected. In contrast, Hokkaido, Aomori Prefecture, and northern Kyushu are forecasted to experience pollen dispersal increases by as much 110% compared to average figures. The pollen count tends to increase or decrease from year-to-year. There was a lot of pollen in the air during 2017 across the country, which explains the fall in pollen that is forecast for next year. Fluctuations in Hokkaido and Kyushu are harder to explain, but it is believed that the summertime weather in the two regions significantly impacts the forecast. Source: Yahoo! Japan, 10/11/2017
