A nationwide survey of trends in the location of new plant openings by the Ministry of Economy, Trade, and Industry for 2009 found that northern Kyushu (Fukuoka, Saga, Nagasaki, and Oita) was chosen as the site for 54 new plants, a 54.2% year-on-year decline, and southern Kyushu (Kumamoto, Miyazaki, and Kagoshima) was chosen as the site for 35 plants, a 37.5% drop. When the figures for Kyushu as a whole are combined, they are the worst since 1974 when records by region began being kept.
