Prohibition for City Employees

In what has become a nationally reported story, Fukuoka Mayor Soichiro Takashima has ordered city employees to abstain from drinking alcohol for a month outside of their homes. The harsh order was comes after a series of several alcohol-related scandals involving city officials. The mandate orders officials to only drink non alcoholic beverages at work-related events. Recently, a 52-year-old port bureau official was arrested for allegedly assaulting a taxi driver, and last week a 48-year-old child care section official was arrested for injuring a former colleague. Both were apparently intoxicated. Reaction to the clampdown has been both supportive and critical. The attached photo shows the result of a survey by a local TV station. What do you think? Is the Mayor right to take such a stand? Will this be effective? Could you imagine this happening in your hometown?
