The city has licensed only 13 companies to do this work, and they charge high fees. Using unlicensed collectors can save supermarket chains as much as three million yen a month. Some convenience store operators say they resorted to the unlicensed collectors because the licensed businesses don\u2019t have the resources to handle their business.
