The theme of the forum was \u201cChallenges and the Vision for a Transnational Regional Alliance\u201d. The event featured the attendance of the mayors of both cities, who issued the Busan Proclamation 2008. For the first time, this proclamation also contained statements directed at the national governments of both countries.
