The husband, who had a hearing impairment, underwent the procedure without explanation in 1967. After his death at 83, the case continued, resulting in a May 30 ruling by the Fukuoka District Court deeming the law unconstitutional and ordering over \u00a516 million in damages. The government has now appealed to the Fukuoka High Court.
