However, the city rejected the request, citing that Hara did not meet a key requirement under its basic ordinance on yatai operations: earning a living primarily from the yatai. While a district court ruled in Hara\u2019s favor last year, the high court found inconsistencies and insufficient support in the submitted evidence.
