The 3,200-square-meter area will include a \u201cCircular Terrace\u201d with a shallow reflective pool beneath a 16-meter-wide canopy to mirror seasonal flowers and greenery. Behind it, a rose-focused garden will feature about 600 plants across 300 species. Construction begins in July 2025. Mayor Soichiro Takashima said he hopes visitors will enjoy the immersive floral experience year-round.
