While the first floor will host existing tenants, the second floor\u2014meant for food outlets\u2014is partly owned by the city and partly by a private landholder. Due to rising material costs and delays from two major fires, the operator, Tanga General Management, cited financial difficulties. A request for city assistance will be submitted on August 4.
