The suspect, Tatsuo Ueno of Minami Ward, had already been indicted for a similar offense last year while serving as a designated \u201cquasi-public official.\u201d Investigators said the owners of classic cars, often difficult to certify under standard inspections, used mechanics to arrange the illegal approvals.
