Although the city recognizes mooring at only one of its eight fishing ports, a survey earlier this year confirmed about 350 boats at six non-authorized sites. An expert panel reviewed an internal questionnaire of 69 current and former employees and found that 32 of 61 respondents considered the situation a violation, while 23 said they knew the fishermen\u2019s cooperative had collected more than \u00a520 million annually from boat owners.
