The largest portion\u2014\u00a5128.54 billion\u2014covers salary increases averaging 2.97 percent for prefectural employees, retroactive to April, following a Personnel Commission recommendation. New initiatives include \u00a5121.36 million in subsidies to support clinic openings or transfers in areas with physician shortages, and \u00a52.88 million for outreach ahead of next year\u2019s introduction of the \u201cregional-limited nursery teacher\u201d system. The budget also allocates \u00a51.03 billion for flood and landslide prevention after record rainfall in August.
