The all-industry diffusion index rose one point from September to plus 20. Manufacturing sentiment increased by three points to plus 12, the highest level since the early stages of the COVID-19 pandemic in 2020, while non-manufacturing remained unchanged at plus 24. The Bank of Japan\u2019s Fukuoka branch said few firms revised their outlook due to concerns over possible U.S. tariff policies, indicating reduced uncertainty.
