Investigators allege that the group, led by a 22-year-old self-described tattoo artist, used encrypted messaging apps to coordinate activities and may have been linked to a tokuryu, or loosely organized anonymous criminal network involved in drug distribution. Four of the five suspects are from Kobe. The investigation followed the discovery of drugs in vehicles connected to a hit-and-run case and another incident in which a police officer was seriously injured.
