The suspects, aged 19 to 40, allegedly transferred cannabis liquid for profit in Kokurakita Ward in May in violation of Japan\u2019s Narcotics Control Act. A separate 20-year-old suspect was also referred to prosecutors after allegedly possessing cannabis in Kokuraminami Ward in February. Investigators said the group used encrypted messaging apps to coordinate drug sales. Four of those arrested, including the alleged ringleader, are from Kobe.
