Companies decided on a record 777.7 billion yen in investment in the city during the fiscal year, including Nippon Steel&#8217;s electric arc furnace conversion project. Debt issuance also declined as repayments progressed, although per-capita debt remained the highest among Japan&#8217;s government-designated cities.
