Governor Seitaro Hattori said the unit will handle requests to the central government, coordination with Fukuoka and Kitakyushu, and other regional administrative work. The prefecture has expanded its efforts since legislation establishing a second-capital system was enacted in July. In August, the prefecture and the two ordinance-designated cities held their first liaison meeting and began discussing a cooperation agreement that would preserve each government&#8217;s existing powers and structure. Hattori said discussions should advance as national preparations move forward.
