The standards for measuring the number of tourists, as well as the period and subject of statistical aggregation, had been left up to the prefectures. The new standards enable greater accuracy in verifying the effect of existing programs and the use of statistics to create new ones. Of the nation\u2019s 47 prefectures, only two &#8211; Osaka and Fukuoka &#8211; have not yet adopted the standards, reportedly for financial reasons.
