The ministry had previously said that outsourcing was a possibility and was not a precondition for building additional runway at airport. Alleviating tight schedules at the airport was also a key issue in a recently implemented demand forecast. The ministry&#8217;s announcement is likely to speed up discussions by Fukuoka Prefecture and other stakeholders on outsourcing operations.
