Under the current system, the City provides four \u00a5550 tickets a month to approximately 6,200 severely physically disabled residents to cover their initial taxi fares; however, it did not respond in time to the increase in fares on the back of the 3% consumption tax hike in April. The City decided to issue the additional coupons to cover the rate hike after receiving complaints from the ticket users.
