In response to a question by a city assemblyman, a city official was quoted as saying, \u201cIn the two months since we passed the ordinance, it appears to be effective to some degree, so we will continue awareness-raising efforts to increase the number of people pushing their bicycles.\u201d The zones were established as part of the Bicycle Safety Ordinance that was passed in April. It was the first ordinance of its kind in Japan.
