It\u2019s not fair. It really makes me mad.\u201d He added, \u201cI\u2019m not talking about people who are born frail.\u201d To keep medical costs down, he proposed giving \u00a5100,000 to senior citizens who do not go to the hospital or incur any medical expenses for one year.
