After ranking 12th in 2015, Fukuoka City moved up five places! Monocle praised Fukuoka, saying that, \u201cUnder the inventive Mayor Takashima, this thriving city on the island of Kyushu is becoming ever more green, bike-friendly and business savvy.\u201d Other Japanese cities in the top 25 were Tokyo \u2013 #1, and Kyoto at #9.
