It is the first spring storm in two years and the first one to be observed by the whole of Japan. The conditions for \u2018haru ichiban\u2019 are that it blows between <\/span><i><span style=\"font-weight: 400;\">risshun<\/span><\/i><span style=\"font-weight: 400;\"> (2\/4) and <\/span><i><span style=\"font-weight: 400;\">shubun<\/span><\/i><span style=\"font-weight: 400;\"> (3\/20), originates from the south, with a maximum wind speed greater than 7m\/s, and the temperature reaches higher than the previous day.
