The response was strong enough that we\u2019ve decided to continue the Forum as a regular event.<\/p>\n<p>So what happens when internationally minded residents sit down and seriously discuss local news face to face?<\/p>\n<p>Over two hours, the answer unfolded through thoughtful debate, disagreement, and reflection. One thing became clear: international residents are <strong>not just living in<\/strong> Fukuoka. They are thinking seriously about its future and their future here. The format was intentionally simple. Short panel reactions were followed by open exchange. There were no slides and no speeches. News stories were just starting points. The conversation quickly moved from headlines to harder questions.<\/p>\n<h3>Education: Spending More But Is It Working?<\/h3>\n<p>\u201cIn a healthy economy, it\u2019s completely natural that every budget be a <a href=\"https:\/\/www.fukuoka-now.com\/en\/news\/fukuoka-city-proposes-record-%c2%a51-13t-budget\/\" target=\"_blank\" rel=\"noopener\">record budget<\/a>. That\u2019s how inflation works,\u201d Evan Kirby noted. \u201cWe\u2019re lucky to live in one of the few cities where there is still population growth.\u201d<\/p>\n<p>But the optimism did not go unchallenged.<\/p>\n<p>\u201cWhat are they getting for the money?\u201d Kirk Patterson asked.<\/p>\n<p>He continued, \u201cJust increasing the budget doesn\u2019t solve the problems if you don\u2019t deal with the underlying curriculum issues.\u201d<\/p>\n<p>Japan already spends heavily on English education. \u201cJust spending a lot of money on education doesn\u2019t mean anything if there isn\u2019t a good result,\u201d Patterson added.<\/p>\n<p>At the same time, an audience member offered a grounded reminder. \u201cFor a family with two kids, free lunch really means something.\u201d<\/p>\n<p>That balance captured the tone of the night. The discussion was neither celebratory nor cynical. Investment alone is not success. But the correction felt sharp. \u201cIt\u2019s a massive dent in the wallets of salarymen at a time when real wages are still stagnating.\u201d<\/p>\n<p>The discussion then shifted to the Queen Beetle ferry <a href=\"https:\/\/www.fukuoka-now.com\/en\/news\/jr-kyushu-sells-queen-beetle-ferry-korean-firm\/\" target=\"_blank\" rel=\"noopener\">scandal<\/a>.<\/p>\n<p>\u201cThe water\u2019s supposed to stay on the outside,\u201d Patterson remarked, drawing brief laughter.<\/p>\n<p>The humor faded quickly.<\/p>\n<p>\u201cThere were dozens and dozens of people involved in the coverup,\u201d he said. \u201cThis wasn\u2019t just incompetence at the top. There\u2019s a serious problem in Japanese corporate culture. They try to bury problems and hide them.\u201d<\/p>\n<p>For many, the ferry symbolized more than transport. As Nick Szasz put it, \u201cIt was a pride of Fukuoka, and that\u2019s just been zeroed out.\u201d<\/p>\n<p>The conversation moved beyond a single incident toward a broader question. Tourists can\u2019t all be expected to follow the customs of Japan.\u201d<\/p>\n<p>No one disputed tourism\u2019s economic contribution. The city feels busy. Restaurants are full. Hotels are thriving.<\/p>\n<p>But the social impact surfaced quickly.<\/p>\n<p>\u201cWhen a tourist\u2019s bad behavior causes a negative perception of foreigners, that perception is then turned on us residents,\u201d one long-term resident observed.<\/p>\n<p>The line resonated because it reflected lived experience. Long-term residents often feel the ripple effects of short-term behavior.<\/p>\n<p>The discussion widened into policy.<\/p>\n<p>\u201cWhy extend a red carpet to people you wouldn\u2019t extend to your own folks?\u201d another attendee asked, referring to tax-free shopping.<\/p>\n<p>A third added bluntly, \u201cJust get rid of the tax rebate. Japan is cheap anyway.\u201d<\/p>\n<p>The question was not whether tourism is good or bad. It was how to manage it responsibly and sustainably.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-176136\" src=\"https:\/\/i0.wp.com\/www.fukuoka-now.com\/wp-content\/uploads\/2026\/02\/cic-06-news-WEB-001.jpg?resize=1400%2C1050&#038;ssl=1\" alt=\"\" width=\"1400\" height=\"1050\" srcset=\"https:\/\/i0.wp.com\/www.fukuoka-now.com\/wp-content\/uploads\/2026\/02\/cic-06-news-WEB-001.jpg?w=1400&amp;ssl=1 1400w, https:\/\/i0.wp.com\/www.fukuoka-now.com\/wp-content\/uploads\/2026\/02\/cic-06-news-WEB-001.jpg?resize=300%2C225&amp;ssl=1 300w, https:\/\/i0.wp.com\/www.fukuoka-now.com\/wp-content\/uploads\/2026\/02\/cic-06-news-WEB-001.jpg?resize=1024%2C768&amp;ssl=1 1024w, https:\/\/i0.wp.com\/www.fukuoka-now.com\/wp-content\/uploads\/2026\/02\/cic-06-news-WEB-001.jpg?resize=768%2C576&amp;ssl=1 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<h3>International Residents: Growth Without Integration?<\/h3>\n<p>Foreign workers in Fukuoka have reached <a href=\"https:\/\/www.fukuoka-now.com\/en\/news\/foreign-workers-in-fukuoka-hit-new-record\/\" target=\"_blank\" rel=\"noopener\">record highs<\/a>, up 12 percent year on year.<\/p>\n<p>\u201cA 12 percent increase in one year is huge,\u201d Kirby said. \u201cA worker shortage is crippling some industries.\u201d<\/p>\n<p>\u201cConvenience stores wouldn\u2019t function without foreign staff,\u201d someone in the audience added.<\/p>\n<p>Yet numbers alone do not define belonging.<\/p>\n<p>\u201cImmigration is not integration,\u201d one long-term resident said, a phrase that surfaced more than once.<\/p>\n<p>\u201cJapanese people feel uncomfortable about the speed of change,\u201d Kirby noted, acknowledging that rapid demographic shifts can unsettle any society.<\/p>\n<p>But responsibility, participants agreed, is shared.<\/p>\n<p>\u201cTo preserve the good elements of Japanese society, we need to strengthen integration,\u201d Kirby said.<\/p>\n<p>An audience member responded with a perspective that broadened the point. \u201cIt\u2019s a requirement for us to feel that we belong. But it\u2019s also a requirement for Japanese people to feel that we belong.\u201d<\/p>\n<p>The conversation moved from theory to lived experience. One attendee described being refused medical services outright.<\/p>\n<p>\u201cThey literally said, \u2018Sorry, we don\u2019t do foreigners.\u2019\u201d<\/p>\n<p>The room grew quiet.<\/p>\n<p>Another participant reflected on personal responsibility. \u201cWhen I see another foreigner misbehaving, it makes me feel horrible. We\u2019re all ambassadors.\u201d<\/p>\n<p>Integration, the discussion suggested, is not automatic. They don\u2019t want to drop the price. They can afford to wait.\u201d<\/p>\n<p>At the same time, cities benefit from rising land values through taxation. Is Fukuoka becoming less accessible, or positioning itself for global competitiveness?<\/p>\n<p>The question remains open. It was not a startup pitch night.<br \/>\nIt was a room full of residents engaging seriously with the city they share.<\/p>\n<p>Participants disagreed, sometimes firmly, but respectfully. Perspectives varied by nationality, profession, and length of residency.
