Fukuoka High Schools Deny 89 Despite Vacancies

An investigation found that 89 students were denied admission to public high schools in Fukuoka Prefecture this April despite available seats, a practice known as “in-capacity failure.” The prefectural board of education has instructed schools to avoid this practice to ensure broader learning opportunities, yet the numbers rose from last year, affecting 28 schools.
