Police arrested five people in their teens and twenties on suspicion of possessing cocaine, cannabis, and other illegal drugs for commercial purposes in Fukuoka City. Investigators allege that the group, led by a 22-year-old self-described tattoo artist, used encrypted messaging apps to coordinate activities and may have been linked to a tokuryu, or loosely organized anonymous criminal network involved in drug distribution. Four of the five suspects are from Kobe. The investigation followed the discovery of drugs in vehicles connected to a hit-and-run case and another incident in which a police officer was seriously injured.
