Fukuoka City is introducing an ordinance to make parents and guardians encourage children 15 years and under to wear a helmet when they ride their bikes. This ordinance is not that they must wear a helmet, just that the parent/guardian must encourage them to wear one. What do you think about bicycle helmets? Should they be mandatory in Fukuoka?
