The city of Kikuchi, Kumamoto, will issue merchandise coupons providing a 10% credit for purchases at registered stores in the city. The objective is to boost local consumption that has stagnated after the sharp rise in oil prices. It is very rare for a Japanese local government to issue merchandise coupons, and the only other instance of note recently has been Chuo Ward in Tokyo.
