Civil Works Venture Suspected Of Sand Fraud

A Fukuoka-based joint venture hired by the Prefecture to conduct sand capping, a technique to improve water quality, in the Ariake Sea is suspected of misstating the amount of sand it used in a report filed with the Prefectural Government. The joint venture composed of two Fukuoka city-based marine construction companies appears to have only used about 80% of the sand required by the design specifications while charging for the full 100%. The issue came to light when the Prefecture noticed the amount of sand stated in the joint venture’s report did not match the amounts listed in the subcontractor’s work logs. The Prefecture is preparing to launch an investigation, and an official stated that “if the report turns out to be false, that would constitute breach of contract.” The total cost of the contract was ¥258 million.
