The Ministry of Land, Infrastructure, and Transport formally decided to add a runway to the existing Fukuoka Airport to ease congestion there, as Gov. Aso had recommended, rather than building a new airport. The ministry also announced plans to begin surveys to determine the location of the runway. The laws require that citizen opinions be heard through a process known as “public involvement”, which is expected to begin this year. Environmental impact studies will take two years to complete. The total time to completion is expected to be seven years, though people are working to shorten the process.
