In response to a Japan Airlines flight unable to land at Fukuoka Airport in February, Fukuoka Prefecture and other parties are forming a study group to consider allowing landings at Kitakyushu Airport when operating hours are exceeded. The delayed flight, which had to return to Haneda Airport, led to passengers taking six and a half hours to reach their original departure point.
