Fukuoka City To Launch Expert Panel On Unauthorized Boat Mooring

Fukuoka City will set up an expert panel in September to address the issue of pleasure boats moored without authorization at its fishing ports. A city survey found about 350 such boats at six ports, including Hakata, despite mooring only being permitted at one port. The local fisheries cooperative admitted to collecting “cooperation fees” from boat owners and leasing berths without city approval, citing past ambiguities in regulations. The city says it has long been aware of the issue but failed to act, and now seeks to review management practices. Source: NHK
