The National Association of Trade Promotion for Small and Medium Enterprises released a report on the number of complaints it received from SMBEs during the April-November period regarding abusive business practices by prefectural governments. These practices included arbitrarily reducing the amount of promised payment and failure to pay promptly despite receiving delivery. The number of complaints regarding Kyushu prefectures rose to 276 during the period. Of these, Fukuoka Prefecture accounted for 192 of them, well more than 50%. In fact, the prefecture was the subject of the third highest-total of complaints filed in the nation. The second-highest total in Kyushu was for Oita Prefecture, with just 35 complaints.
