Fukuoka City reported that a system error in its premium electronic voucher service, Fukuoka NEXT Pay (NexPay), led to duplicate charges in more than 400 transactions, totaling about JPY 927,500. The issue occurred between noon on April 24 and 10 p.m. on April 26, affecting 466 transactions across 324 stores. City officials said the problem was caused by excessive load on part of the payment app servers. The malfunction was identified after a surge of inquiries from users and participating retailers. The system was repaired on April 28. The city plans to contact affected users and businesses to issue refunds and will strengthen system oversight to prevent a recurrence.
