Kumamoto Prefecture has established a system in which it will lend 38,000 yen per month interest free to university students from families receiving welfare benefits. The system, which will start in April, is designed to prevent those students from discontinuing their studies due to financial reasons. The prefecture says it is the first in the country to implement such a system.
