A survey jointly conducted by Kyushu University and the Nishinippon Shimbun found that 75% of the mayors of cities, towns, and villages in Kyushu favor the introduction of larger states in Japan at the sub-national level of government. The survey found this tendency was more pronounced in Fukuoka, Saga, and Nagasaki Prefectures. It also found that the chief municipal officers of smaller municipalities were more likely to be opposed. The highest percentage of approval was in Nagasaki Prefecture, where 94.1% of the respondents were in favor of the system. Kagoshima Prefecture had the lowest approval percentage at 67.6%.
