The Oita Industrial Research Institute in Oita City has developed a method to decompose oil in the seas using a fertilizer made from tree bark and farm animal dung. One advantage to the method is that it does not involve burning the oil, which causes CO2 emissions. There were 36 oil spills into the sea in the Kyushu/Yamaguchi Prefecture maritime district in 2006, and 28 in 2007
