The Japan Citizen’s Ombudsman Association announced its rankings for 2008 for the degree of information disclosure by prefectural and other local governments. The most open prefectural government in the Kyushu region was Saga Prefecture, which ranked ninth nationwide. In contrast, Fukuoka Prefecture fell from 26th last year to 43rd out of 47 prefectures this year. The most open prefectural government nationwide was Nagano Prefecture, a ranking it achieved for the second straight year.
