Saga, Nagasaki, and Kumamoto prefectures are in talks to sign a joint agreement to collaborate on a certification system for the use of handicapped parking spaces at government offices and commercial facilities. The objective is to discourage those who do not require the spaces from parking there. The prefectures hope to reach agreement by summer. Saga Prefecture sources say that seven prefectures nationwide have a similar system, but this would be the first system for multiple prefectures.
