Citizen-volunteers in the hot springs resort of Yufuin, Oita Prefecture, have submitted to the mayor a proposal that includes height restrictions on buildings, based on national laws to protect scenic views. The city plans to implement a scenic view program based on this proposal in July. Japan’s Ministry of Land, Infrastructure, and Transport says this is the first time a governmental body will implement policies to protect scenic views based on the proposals of a citizen group.
