City Staff Flagged Unauthorized Boat Mooring as Violation

Fukuoka City reported that about half of the staff responsible for port management over the past two decades believed that the long-standing mooring of pleasure boats at unauthorized fishing ports violated city ordinances. Although the city recognizes mooring at only one of its eight fishing ports, a survey earlier this year confirmed about 350 boats at six non-authorized sites. An expert panel reviewed an internal questionnaire of 69 current and former employees and found that 32 of 61 respondents considered the situation a violation, while 23 said they knew the fishermen’s cooperative had collected more than ¥20 million annually from boat owners.
