Fukuoka Airport unveiled dedicated terminals on Oct. 28 for a new tax-free shopping system starting in November. Overseas visitors will pay consumption tax when shopping and receive a refund when leaving Japan. At the airport, travelers will scan their passports to bring up their purchase records. Customs officers will check goods when required before a refund is approved. The change is intended to prevent tax-free purchases from being resold within Japan.
