The city of Kitakyushu introduced several items of special legislation to prevent the participation of criminal gangs in the operation of nursing homes for the aged, nursery schools, and other similar institutions. The city had previously excluded businesses with gang members when selecting facility operators, but the extension of laws to regulate the institution as a whole will strengthen that practice. One reason for the laws was that the national government, as part of its program for local government reform, removed “obligations” from the laws that restricted those governments.
