Mayor Seishi Koyama of Kumamoto City released the results of an investigation of improper municipal accounting practices from 2000-2008, which found slush funds totaling 97 million yen. The original investigation was supposed to date back only until 2003, but it uncovered practices that dated back to 2000. Among the improper practices was the commonplace use of fraudulent receipts from companies for products that were not actually purchased.
