Police arrested a 49-year-old Filipino national living in Asakura on suspicion of riding a bicycle while under the influence of alcohol. A patrol officer noticed the cyclist look toward a police car and then speed up in Amagi shortly after 10 p.m. on August 31. Officers later found him in a nearby bicycle parking area, and a breath test detected more than twice the legal alcohol limit. The man initially told officers in limited Japanese that he had not been drinking.
