Fukuoka City will provide financial subsidies to families with young children who move into previously owned properties. According to a survey into housing and land by the Ministry of Internal Affairs and Communications in 2013, the percentage of local residences that did not have a tenant exceeded 12%. The city also reported that towards the end of 2016, approximately 34% of elderly citizens occupied municipal housing. Officials hope to see high quality housing better redistributed across age groups by offering financial support to families that buy a previously owned property, with moving expenses, agency fees, and fire insurance.
